CBS: Proposed amendment to open Florida primaries

Called the “All Voters Vote Amendment,” its main goal is to open primaries. Under current law in Florida only when a candidate has no opposition from outside their party can all voters cast a vote in that race in the primary. Organizers point to numbers showing more than a quarter of Florida voters don’t have a party affiliation.

If the amendment gathers enough signatures, it still would need to pass with 60 percent of the vote in 2016. It would take effect in 2018.
